Internet Protocol (IP) Self Test

Correct! The IP protocol is routable but connectionless. This means IP provides no support for a sender to establish a connection with a receiver other before communicating. Instead, IP (and UDP) simply transmit packets and assume that the destination application will be listening on the appropriate port to receive them. TCP adds connection semantics on top of IP.
